Almost certainly the internal spigot has broken, it's not a very difficult job to sort, Graham has become a fully qualified spigot changer over the years! You can buy the repair parts on line ( It's a Comet Elegance Tap). To start, before undoing any screws pull the bit you turn off, you see the top of the spigot "T" that spins freely when broken. now pull the "T" off. Undo the screws that hold the unit in and undo the nut on the top, holding the white bits underneath. With the nut released you can pull the white bits to one side, remove the switch and water pipe ( push fit plumbing). The white bit can now be stripped on the bench a), to get the broken spigot stem out and b) to lubricate the rubbers inside to prevent it from sticking again and breaking the new spigot.
Once you're in the midst of the job it will all be quite logical.

How on earth do you fit a stream of whales into a small motorhome, even if the tap did work to turn them on?
Or to put it another way - wot on erf is a whale tap?
        Away with the Fairies
